The purpose of the plumbing program is to protect the public health and welfare by governing the installation, maintenance, testing and inspection of all plumbing installed or operated under the jurisdiction of the Health District. The plumbing program involves the following main components:

Residential Permits
All residential plumbing permits will only be issued between the hours of 8:00 – 9:30 a.m. weekdays .
Residential Plumbing Permit Form
Plumbing contractors must submit an isometric drawing for all residential permits. Please note that all drawings are to include: all basement, slab or crawl space depictions along with all first or second story waste and venting marked with appropriate sizes to all fixtures. You must include written type of venting system which will be used for all fixture venting systems. A floor plan or a set of blue prints of the home will be required to receive the plumbing permit. The full name of home owner, address, city, state, zip, telephone number, township and site location must be submitted.
NOTE: Make sure that all requests for plumbing permit applications have a copy of the zoning permit, a sewer tap-in permit/or a septic approval on file at our office. Without these, no plumbing permit will be issued.

Commercial Permits
A commercial plan review application and fee will need to be received before a review of the plans and issuance of a plumbing permit will be granted. One full set of plans including all architectural and mechanical sheets must be submitted with the plan review. Plans shall be submitted in full scale.
Please Note: (An additional set of all plumbing sheets will be needed; the additional set of the plumbing pages will be stamped approved and sent back when the permit is issued for plumbing and must remain on the job site until Final completion.)
Once the plan review is completed you will receive a call informing you of the price of the permit. You may then pick up the permit at anytime between 8 &4:30 p.m. weekdays.
An application needs to be completed and returned to the Ashtabula County Health Department along with a copy of your State of Ohio Plumbers License. The cost of the registration is $100.00. Once the paperwork and fee is received a registration card will be given to you or mailed to you showing that you are licensed in our Health District.
